Just click on the winch and then the meteor, and the cable will hook it and pull it out of the way.
The winch is already on the rover. To move the meteor, and later some rocks, click the winch hook and carry it to where you want to use it.
It is in the Research Lab north of the main moon base. Drive there, move the meteor with your winch, and enter. The pressure chamber is at the upper left of the main room. You can squash yourself flat (temporarily) to squeeze past the blocks into the Infirmary.

You can't move the crates from the infirmary entrance -- you have to slip under them to the door. Use the pressure chamber (upper center) to squash yourself flat, then quickly run under the doorway. You won't have to come out that way, because there is an exit in the maintenance area.
