He has that "mind levitating" power (telekinesis). He'll try to throw rocks at you. You have to hit him with the rocks he sends at you. Jump up near him when they are coming at you. Next he'll get angry, and big chunks of ground will start to come up wherever you walk. Get the big rock sitting by the bathroom (to the right of Sir Rebral). Push the rock under him, just a little right of directly under him, and the piece of ground should push the rock up to hit him. He'll fall down and then you cuff him. (If you miss, you have to find the rock and bring it back to try again.)

Sir Rebral is using his new mind power to wreck the statues there, and will hit you with rocks. If jump near him when the rocks are chasing you, he will hit himself and get mad. Then he will attack you with huge wedges out of the ground, which are pulled up to hit you. There is a large, square rock on the ground by the restroom. Push it left and place it so that it hits Sir Rebral when the ground pops it up. (The best place is a little to the right of directly under him.)
