If you have tilt steering, there should be a switch or little pull lever on the left side of the steering wheel, but i havent had a tilt in any of my Paseo's xP

This happens to my 98 4runner every so often. Today it was really bad - couldn't move the steering wheel or move the key. I put it in neutral and literally got out and pushed it. That did the trick, steering wheel unlocked. Moving the tires seems to help...
if you move the key counter clockwise, or towards you, it locks. Hold the steering wheel to the left, towards the driver door, and turn the key forward. good luck.

You can cover your steering wheel to protect it against sun damage if you live in a hot area. Covering your steering wheel must be done so that the cover is secure. Many accidents are caused when a cheap steering wheel cover slides around the steering wheel when you try to turn the wheel quickly and all you move is the cover and not the steering wheel. Paint on the steering wheel is a bad idea. Usually paint will chip off and come off on your hand leaving the steering wheel looking terrible and your hands possibly a different color.
This means something is out of kilter in the alignment or steering itself. The adjustment/repair is not at the steering wheel only.
