As a former luggage store owner I saw this problem a lot. Most luggage repair shops and a few that sell luggage will know how to open it. Basically it involves using a small device to "pick" the lock. There are some other ways, but I couldn't explain them here. You last choice would be to start at 0-0-0 and try the lock, then goto 0-0-1, try the lock, 0-0-2.... until you get to 9-9-9 and realize that the lock is actually broken and it will have to be broken open and then repaired. It may take a while, but it works. I hope if you try that method, it's not 4 digits.
