The cabin filter is located behind the glove compartment. If you open the glove compartment you shoudl be able to press the sides inward. This will allow the glove compartment to open all the way out. After you remove the glove compartment you will see a plastic tray that holds the filter.
you have to open the glove box and remove the screw on the left and the screw on the hook by the glove box then every thing else snaps out.

It's in the passenger footwell top left hand side below the glove box
how to open a glove compartment on a 2008 highlander without the key
Open the glove box. Remove all contents from glove box. Now, slightly close it, and with your right hand, pull the right side hinge side away from the dash. The glove box should flop completely open now, exposing the cab filter cover. Remove and replace. Simply closing the glove box will reset the hinge.
if it's 2004 and above you open the glove box then squeeze the sides to until the glove box is hanging out of place. the filter is straight ahead. it's about 1 inch tall and something like 10 inches wide. pull it out. if it's 2004 and above you open the glove box then squeeze the sides to until the glove box is hanging out of place. the filter is straight ahead. it's about 1 inch tall and something like 10 inches wide. pull it out.
