In the text entry field (labeled "Open:"), enter the command "command" (with no quote marks). Click OK, and a command-line window will open. Entering the word "exit" (no quotes) and pressing the Return key is the right way to exit the command-line window.

Yes you can, when the computer is booting up open the boot menu and choose the external as your boot device, i have a external hard drive with Ubuntu on it and do exactly that, I'm sure it can work with windows.
