Like all cars the Subaru Outback uses many fuses. There is one fuse block located behind a door in the lower part of the dashboard. Another is in the engine compartment near the battery.
most all paint codes are located inside the door jamb on the drivers side front door
I don't know but you probably don't have to adjust the cable. If the pin at the fuel door that engages the hole in the bracket on the fuel door is moving 3/16 to 1/4 inch or so when some one gently activates the fuel door lever, then all you have to do is gently bend the bracket on the fuel door until the pin just engages the bracket on the fuel door but still disengages from the bracket when the lever is pulled.
By door sill just left of driver's seat.
To remove the rear hatch door panel in order to fix the lock on a Subaru Outback you will need a Phillips-head screwdriver, small flat screwdriver, trim pry tool, and tack puller. Using these items you need to remove the push clips and pry the trim from the hatch.

The Data Link Connector (DLC) is under the bottom part of the Instrument Panel, on the driver's side, by the door...
Lift straight up while pulling on the door open handle. Once it click, pull towards you "feeding" the door handle out of its socket.
Pull the lever with the gas pump symbol located just in front of the drivers seat.
