It's part of the latch assembly, when the hood is open you can see it.
there should be enough of a gap to stick a flat head screwdriver between the hood and the grill. the level sticks out just enough that you can push it. the interior latch has a cable with a metal bead at the end that connects to a metal loop. that is the release for the hood latch. push it, and then use the safety release to open the hood.
