If your cable is only broken where it connects to your hood release handle; then you can just clamp a set of vice grips on the cable and use that as your release. However if you can't get to your cable the process is quite the pain.
My sister recently had this problem with her Bravada, and the way we fixed it might seem unconventional but it worked. First, my arm (small arms) went between the slats in the grille. Be very careful not to break anything. Then take a 1/4" 13mm socket and take the two nuts off of the bottom of the hood latch assembly. Once you've done that you'll be able to lift the latch up enough to take out the two bolts that hold the hood latch in place. This will allow you to lift the hood enough to allow you to remove the release cable from the hood latch (we used a screwdriver to pry it out). Now you should be able to raise your hood and manually release the latch, and you can replace the cable so you'll never have to go through that process again.
Post any questions you have about the process and I will try to answer them. If you are not mechanically inclined or do not feel comfortable doing those things then I recommend you take it to a qualified shop because, for your security, these hood latches are designed to prevent someone from popping the hood easily with a screw driver. The latch is broken, not the cable. You can still get to the cable where it is attached to the latch in the foot-well of the car. Grab the cable with a small vice-grip (or similar) and pull. If it is in the middle, you should be able to reach up from underneath and cut the cable and then pull the inside cable. If the latch end has pulled off, you may be able to trip the latch from underneath, or take the grill out and unbolt the latch.

The hole will let you use the screwdriver to activate the hood latch. It takes a bit of feeling around to find the hole.
