Under the driver's side rear wheel-well you will see the tube the cable runs in. There are vent holes trimmed in this tube in various spots to prevent moisture from collecting in it. Insert a wire or pick and fish the cable out. Pull it with a pair of pliers.
Otherwise most can be accesses by removing the driver's side tail light housing and reaching back to the mechanism with pliers.
