pop the engine and then pull the latch under the hood. Last, pick up the engine while you are holding the latch open
On the 2006+ model, aka Jetta V, it is located underneath the passenger side dash in the vehicle foot well. Here's how to remove it: 1. If you look under the dash there are two plastic screws (the big flat top kind). 2. Remove those screws and then pull down the foam cover that the screws were holding up, you will see a rectangle cover. 3. You may have to pull the foam away from other trim, but it is very flexible. 4. The rectangle cover has the word “OPEN -->.”. Slide it open in the direction of the arrow. 5. The filter can be easily removed by just pulling it down.
You can open it from inside the trunk by lowering the back seats. On the inside of the trunk door, there is a white lever. Pull it and the trunk will open.
Turn the black reservoir lid counter clockwise and lift it out. It can be very tight sometimes and if you have to do it when the engine is hot, cover it with a towel or something, as steam will come shooting out as soon as you release the pressure and you WILL get burned.

I have a 2009 VW Jetta TDI Sportwagon. I just removed the plastic engine cover, or shroud, that sits atop the engine, so I know this works. There are four ball-and-socket attachment points, one close to each corner of the cover. All you do is pull straight upward, one corner at a time, and the cover comes right off. At first you think you're going to damage something because you might have to pull pretty hard - at least that was the case on my car, but the ball-and-socket will "pop" open. Use both hands and lift sharply. Once you have it off, you can add a little bit of white lithium grease or silicone grease to each ball - that will make it easier next time. Hard to open a glove box that doesn't exist. because the mk3 jetta doesn't come with a glove box.
If the check engine light is on... you might have an open circuit somewhere. Pre-1996 vehicles are not as easy to plug in and read as the OBDII cars.
