You can't access the Filing Cabinet unless you have the Blueprint showing where the secret room is. Use Nate's combination to open his locker, and get the blueprint from the pile of papers. Now you can access the room below the filing cabinet.

Collect comic pieces and give them to the comics shop guy, who will give you gum. In the Science Lab, use the chemistry set to create a stink bomb (mix blue and yellow chemicals and heat them). In the hallway, use the combination from the comics to open Nate's locker for the blueprints. Chew the gum in the hall and get detention. Use the stink bomb there to run the teacher off. The secret room is behind the filing cabinet, as shown on the blueprint in Nate's locker. (Note : if you don't have the bluerprint, you cannot access the filing cabinet. Go outside and get it, then simply re-enter the detention room - stink bomb is still there).
