Had the same problem with a 95. Tryed kicking it open from inside, wouldn't budge. Took a 28 oz framing hammer, vicegrips and a crowbar to the ouside skin. Peeled enough away to get to the linkage and opened it. Got a replacement door at the junk yard for $100. Leave the hinges on the door and unbolt from the door. They mount up very nicely with little effort. Don't forget the wiring harness between the door and body. Good luck.

The fuel pump is inside the fuel tank on a Hyundai Sonata.

Steel on the inside, a plastic cover on the outside.
remove the inside door panel and you'll see how it attaches on the inside of the door.
Most cars have some sort of device inside the trunk that allows you to open the fuel filler door manually. Look behind the location of the door in the trunk.
If the door on a Hyundai Gl will not open from the inside, the child safety lock mechanism should be checked. The lock mechanism is found inside the door jab underneath a label that says 'child lock'.
