There are hood tools.
But if it is stuck, you might have to jack her up,
remove the wheel, and back fender skirt.
Then the fun begins. If it is broken at the hood connection, you will have to bend a metal rod to reach, and pull.

There's a special tool that'll release the latch by sticking it in between the hood edge and windshield. Any Corvette shop or even a dealer should have this. I've seen it advertised in Vette parts catalogs.
If you can still see the wire, use pliers and pull, it should release the hood.
Hood release cable has connector nuts on both ends of the cable. Loosen the connector nuts. Remove the cable retainers. The cable will come off and can be replaced with a new hood release cable.

If it is just the plastic handle broken, behind that is the cable that opens the hood. Just grab the cable with a pair of pliers and pull. You can probably just replace the inside handle and not have to run a new cable.
Ecklers has the replacement cable and "Installation instructions" which show how to get the hood open so you can relace the cable. Tried to attach the diagram, but no attachment tool here.
