When the hood release isn't working, take a wire coat hanger and stretch it out as straight as you can. Ben one end to make a hook. Slide the hook in through the grill of the car and catch the hook around the release. Be careful not to puncture the radiator. Pull the hanger in the direction that will release the hood. At the same time, press down on the hood.

Open the hood and stand in front of your car. The first spark plug on your left hand is cylinder one.

There is a small yellow lever located below the Dodge emblem. Carefully pulling this lever will release the catch on the hood, enabling it to be opened.
You pull the latch and open the hood.
pull on the cable slowly with increasing pressure it should open or jack up the car and poke at it with a long screwdriver or pliers
The hood should sustain itself by the means of a gas style shock arm on both sides of the hood. If it doesn't hold itself up then the shocks need to be replaced, which are cheap and quick and easy to install
i have a 1994 pnotiac sunbird that the handle broke off on the cable under the dash to open the hood. you can open the hood with a little patience and a fairly long screwdriver by releasing the latch under the hood. after this, on my sunbird, i just pulled the cable all the way out under the hood, tied it under the front of the car, and just pull it to release the switch. (thats only because i am too cheap and lazy to spend the money and time on a cable and install it.)
