To open the fuse panel, you will need to fit yourself between the dash and the drivers seat. Once there, you should be able to see the clips that are holding the cover on the fuse panel to allow you to remove it for access.

Yes, it's on the lower LH corner of the dash, just below the fuse block access panel. Ther is a little flip down door beneath the fuse access panel that you have to open, and it's right under that panel.

Find the access panel below and to the left of the steering column. almost true, the access panel is when you open the drivers door you will see a triangular part of the dash protruding from the door jam. there is a removable panel there and the fuse box is behind it.
