I just opened under hood fuse box on my 2005 cruiser. There is a black clip-like assembly on the driver's side edge of the cover for the fuse box that you move and the cover comes right off.

To open the hood on a PT Cruiser when it is stuck insert a screw driver into the grill to pry the latch loose. Once loose use pliers to open it.
Open the hood (bonnet if you're a Brit), on your right is a black box about 8 inches square. it holds the fuses and relays for almost everything on the vehicle, there is however another smaller fuse under the left side of the dash.

It should be to the left of the dash in a compartment when the door is open or under the hood in a fuse holder there.
Fuses are under the hood, behind the little door left of the dashboard with the door open, and under the rear seat.
