Ubuntu Server is an operating system that is the building-block software needed for a server computer to operate properly. The software can be downloaded for free from Ubuntu's web site and installed onto a portable USB drive or burned onto a CD prior to installation.
Some servers operate on a global blacklist, meaning if you get banned on one, you could be added to the blacklist and be unable to go on any other server that uses it.

You would need a website, large-volume server, and artists, as well as programmers to build the site. (Nice to have, expensive to operate.)
A workstation is a terminal that is used by the end users directly, while a server is used only to provide services to users, such as email, file, and print services, and typically is not used directly by the user (with the sole exception of a Terminal Server, whose design is to operate as a remote desktop to multiple users at once).
Windows XP was designed as a PC operating system, so it lacks much of the software needed to operate as a server. A couple of the needed items are World Wide Web Publishing Service and IIS(Internet Information Service). These services are used to manage and broadcast websites, and are not contained in XP. You may be able to find 3rd party software that will enable XP to operate as a web server, but I'd suggest going with Windows 2000 or 2003 so the functionality is build into the OS.
No-IP is a service to use where you need a domain name when you have a dynamic address. If you want to assign a domain to a server, you generally have to have an IP address. That is fine until your IP address changes. With No-IP, there is a dynamic update client that keeps their server's names updated in DNS. So you don't need a static address to operate a home or small business server.
