if you are talking about the team rocket person in the radio tower in goldenrod city first you have to go to the underground place then you will see two men in a photo booth talk yo one of them and he will give you a team rocket suit (YOU LOOK GREAT) then you go back to the radio tower he will say OK, but then your rival will challenge you.

This was a problem that I was having a lot when I played the Johto games. after u beat pryce and get team rocket out of the radio place, go to goldenrod city in the radio tower and battle team rocket in the tower. be careful, in the tower, you will have to face some old rocket rivals like adriana, proton, and petrel. after you beat archer, who will standing on the observatory floor, in the tower, you will then be able to pass the guy. (p.s the ragecandybar in absolutley useless)

You cant get 2 radio cards from the same guy. First go to the radio tower in goldenrod city. Talk to the reception lady on the right on the first floor she will give you a radio card. next further on into the game, when you are in the kanto region, talk to the guy at the radio tower in saffron city. he will give you the 2nd expansion to your radio card. If the radio tower isn't there go to one of the major citys in kanto because i cant remember which one has th tower.
