First let us see just what ordinate means shall we? It means "The status of being ordained to a sacred office". First and most important is that you have to have the authority to be able to ordain. If you have this then the procedure is to lay your hands on the persons head, quote the authority that you hold, then ordain them to what ever office they are called to. You may use such wording as, after calling the person by name," By the authority which I hold I lay my hands upon your head and ordain you to......" what ever calling is to be given to the person.
