The best way do eliminate scaling is to drain and acid wash the pool. Period. There are several products that claim this can be done but the expense is not worth it. $140 worth of chemicals for lousy results. A pool company will do the drain and acid wash for about $100 more and it will look brand new, PLUS, refilling the pool you'll have the opportunity to gets the chemicals balanced from day one.
The best process to try to avoid the draining and do it yourself is not easy and is very labor intensive, and often the results are not ideal.
You will need to start by dropping the overall pH in your pool to below 6.5. Adding muriatic acid about a 1/2 gallon a day will do this but it is not recommended during swimming season. (bad for the skin and eyes) There is also the expense of the acid at about $9 per gallon. It may take SEVERAL gallons across several days to acquire the 6.5 or lower pH level. Remember only a 1/2 gallon a day on most average sized pools, otherwise the acid will eat away at the metal components in your equipment.
Also if doing this in winter time, turn off any heater equipment, low pH will hurt the heating element.
Then once the pH is low enough, brushing daily with a stainless steel sweeping attachment is necessary. After about a week or so the scaling should soften.
Often times some 300 grit wet/dry sand paper is needed for the bad spots, but good luck getting to them with not wanting to get in the pool.

You can acid wash colored concrete. In addition to acid washing, it is a good idea to seal colored concrete as well so it does not stain.

Sounds as if you did not filter the pool water for at least 24 hours before adding chlorine. You also may have added too much chlorine at one time. That brown is iron and if you did not react to it immediately it will most likely be somewhat perminant. If pool is plaster a light acid wash will usually correct. The acid wash can be done in two ways; with the water in the pool, sometimes called a no drain acid wash or pump out water and acid wash in the regular manner. Must be professionally done.
