Actually you can only get one of them. First beat the PokemonLeague. Then you should go down stairs and watch TV. After your mom asks what color the Pokemon is pick one. If you pick blue you can get Latios. If you pick red you can get Latias. Then go to any city. Go to the nearest patch of grass and when you see two Pokemon that isn't Latios/Latias go back to the city and try again. It will need patience to find one.
