House plans are available on the internet, in books, and in magazines. There are plan books (library and bookstore) that will show you 100 designs and then you can order floorplans from them. The problem with ordering floorplans out of a book or magazine is that you won't get all the construction plans you need (or your local building department requires). Floorplans also need to be specific for your building site. Of course, the best thing to do is go to an architect.

As far as I can tell from the Internet Movie Database (IMDB), there is not a movie called House Plan. Only movies called House Party! I think that House Plan is a great name for a haunted house movie.
The name of the plan that the House of Representatives came from is known as the Virginia Plan. This plan was instituted by Edmund Randolph and called for a bicameral congress of the people.
New Jersey plan only wanted one house in the legislative branch. One vote per offical per state. The VA plan wanted 2 houses. An upper house or Senate and a lower house the House of Representatives ( the people's house).

The Virginia plan
The House of Representatives was based on the Virginia plan. This plan proposed to have legislative body where the number of legislators was proportional to the size of the state.
Negotiations during the formation of the U S Constitution created the bicameral ,or two house, legilature.
The Virginia Plan and New Jersey Plan formed the compromise of the US Senate and House of Represenatives. The Virginia Plan called for votes of population (House of Represenatives) and the New Jersey Plan called for a fixed state vote (Senate). A law must pass through both house to become passed.
The House of Representatives in the lower house in congress because back in the 1700's when all of this was being debated, there was a Virginia plan and a New Jersey plan and the Virginia plan is now the lower house and the New Jersey plan is the upper house because Virginia's plan was based on population and the New Jersey plan was based on size. Then, another guy came along, combined the two ideas and made it work. The House of Reps. is the lower house because since it depends on population, some of the smaller states wouldn't get an equal vote, making it the lower house, and since some states are smaller, they are the upper house and get first choice so that they don't get outvoted.
