you can't play as the arbiter in one player mode unless you modified the game and as well it's not a big deal playing as the arbiter you have the same shield systems but if you want to play as the arbiter you should hook up an extra controller and play as the second player two

∙ 14y agoNo, only if you are playing multi-player. Actually, if you are not on multi-player campagin(probably spelled wrong,) you cannot be the Arbiter.
