You require a wireless connection which has internet access, or use ad-hoc with other psp's. This is game dependent, and some games require you to register and use their service (free of charge) while other just allow you to find someone to play with.

Case a) you connect to you home wireless broadband, and are Surfing the net, and find other players doing the same like in Medal of Honor

Case b) you join a game session with other people, like in Burnout Legends.

you go into the games folder and go into the savedata folder and press x on what game you want

Connect to the PSN from the GO's menu. You can access the store, where you can purchase and download GTA IV, if it is available that is.
