All the dogs I house trained were the same. For about 2 weeks (depending on the dog/puppy)... use a crate. The dog stays in the crate all the time. Every 2 hours take the dog straight out side immediately, allow to potty. When inside, feed & water, play for maybe 30 minutes... then back in the crate. Gradually you can wait longer between outings, depending on progress and age of dog.
This is not torture, this is training and is temporary. What also helps a LOT is if there is another dog going out to potty at the same time. Eventually the dog will just go out with the rest. I did have a couple of pups who still had accidents up to 6 months old even going out regularly.. but after 6 months it stopped.
