Pretty simple. Revove the horn ring; remove the steering wheel nut; using either a steering wheel puller or simply pulling hard, remove the wheel.
If your van is equipped with this feature as it was and still is today an option. There will be two levers on the left side of the steering wheel. One will be for the turn signal, the other about half the length is the tilt. Pull it toward you, and the steering wheel will move freely.
depends on which engine you have on the v6 the reservoir is on the power steering pump itself (drivers side half way down) if you have the v8 it is passenger side inner fender towards the front of the car. it'sunder the hood right near the engine says POWER STEERING FLUID ONLY on it

The power steering pump is located on the left side of the engine (the same side with the serpentine belt). Its in the back ,close to the firewall, and at the bottom half of the enine.

First top up the power steering fluid, then with the engine running, turn steering slowly all the way to the left, and then, still slowly, all the way to the right. Check that power steering fluid level hasn't dropped, and top if necessary. Repeat the process half a dozen times and you should be good to go. Cheers.
Power steering belt is slipping, check that the belt is at the proper tension and that you power steering fluid is at the right level.

Standing in front of the vehicle, looking in to the engine compartment, the reservoir for the power steering is on the left side, about half way back. It is black in color, and has a twist off cap. Not to be confused with the brake fluid reservoir which is up near the firewall on the drivers side.
