It's not anything you can do yourself. Any Toyota dealer or well equipped locksmith shop can "flash" the chip in the key.
You can program a blank key for Mitsubishi Endeavor 2006 using Transponder Key Blank Fits.
You MUST take the vehicle to a professional (dealer or locksmith). You cannot just buy a "transponder" key online and program it yourself (like you can for a number of domestic vehicles) for a Nissan. It sucks, it's expensive (about $200 in my case), but that is how it is.
The Dealership and a properly equipped locksmith can program these keys for you using specialty equipment. Such machines include: T-Code, MVP, Transponder Key Originator (TKO), etc... If you are computer savvy, go to www.haakey.com for the 2000 to 2005 keys, for 2006 to 2011 keys, see your VW dealer

Average people cannot do it. You need a programmer. I bought two transponder keys on eBay for $12 shipped. A local automotive locksmith came to my house, cut and programmed the keys for $80. Took him about 15 minutes. Everything is working perfectly. In the end, I've got two keys for less than $100. The dealer wanted $250 each.

I do not see aftermarket replacement wiper blades nor wiper refills listed in the aftermarket wiper catalogs for the 2006 Toyota 4 Runner. This would possibly indicate that the rear wiper was a proprietary Toyota technology/design and you may have to go to the dealer for the parts and possibly labor. Before doing this (because its usually a little more expensive going through the dealer), you may want to visit some internet forums and see if there's other ideas out there. Google "toyota 4 runner forums" then search "rear wiper 2006" once in the forums. I'm sure there's rapport on this topic.
