On The Sims 3, you need to find someone and then keep on communicating with them until you have a romantic interest and then you keep on doing things in the romantic tab, like Compliment personality, compliment apperance, friendly hug, etc...
and then they starting really loving each other, and then ask the other sim to move in and then they should be able to propose steady and then propose marriage and when you are ready you can hold a private wedding or you can just throw a party normally but instead of a house party or destination party click on wedding party and then invite all your friends and then when you are ready to get married at that time of the party click on the sim you are engaged too and go into the romantic panel and click get married and then all your guests will gather round and clap and then you are officialy married.
