You would need to get a blue feather from a blue bird. To find a blue bird you need to have your potential marriage candidate up to nine hearts. When you have that candidate up to 9 hearts, the next day you would find Mira in front of your door, saying that she saw a blue bird fly up to the mountain, which would be the Garmon Upper Mine of the 45th floor. You wait until 5 o'clock pm to get your feather, dropped by the blue bird. Then you can propose to the candidate. Remember you have to have a level two house before proposing to him/her.
