A Magnolia does not normally require pruning if it does it is planted in the wrong place. If it requires restriction because of space restrictions remove the offending branches as far back as required after flowering.

Only if you have to. It only needs to be pruned if it is outgrowing its space. Better to remove whole branches than just trim wee bits.
