Here are the steps as provided by the dealer:
1. Raise console lid and remove the carpet piece in the bottom
2. Remove the wood panels running alongside of console by raising
carefully from the rear edge then keep raising to detach the clips.
3. Remove the screws(2) from the bottom of console glove box. Also remove the 2 screws just in front of the cupholder on each side.
4. Lift the rear part of console and pull rearward to disconnect the
electrical connector for the power socket.
5. Remove the black screws(4) along the top of the side panels under where the wood trim was. Also remove the 2 gold machine screws at rear of shifter plate.
6. Remove the fuse box cover on the left side of dash.
7. Remove the gold machine bolt from under the fuse lid that holds the lower dash panel in place.
8. Remove the lower panel by pulling towards you. Be careful when pulling so it doesn't break, then release the connector at the upper left side of panel.
9. Remove the screw holding the console side trim panel on that you just uncovered by removing the lower dash trim.
10. Remove the side trim panels now by pulling them outward to release the clips then pull straight back to release the front clips.
11. You can now reach the seat heater switches to push them up and out of the console panel unplug each switch after you pull them through their holes.
12. Now lift the little panel out of the console under the ashtray.
13. To remove the ashtray assembly remove the trim ring around the shifter by prying up then remove the 2 gold bolts that were hidden by the trim under the ashtray.
14. Remove the black screws under the radio panel.
15. Lift the ashtray/shifter panel out and unplug the connector.
You should now be able to retrieve your change and whatever else that has dropped down there. Of course reassemble in reverse order!
In the 1999 Acura 3.5RL, you pull out the cigarette ash tray in the console, it is below it, covered by a rubber flap.

Pull the car's ash tray completely out and look at the back. On my integra, there is a white sticker with a black five digit number, that was the stereo code
The OBD2 connector is located underneath the ash tray.
Diagnostic port for the RL is under the ash tray. Unreal, but true.
The diagnostic port is in front of the shifter below the ash tray there will be a rubber gromet protecting it from the smokers ash if it has been used..
