First, stretch open the mouth of a balloon and keep it stretched.
Second, put another balloon inside the open balloon.
Third, unstretch the balloon, so the balloon inside the balloon stays inside.
If you want both balloons to be full of air, blow air into the smaller balloon to the appropriate size. Tie it so the air won't escape. Then, blow into the outside balloon, so it will grow bigger than the inside balloon, then tie it.
The outer balloon may be a clear and see-through, so people can see through it and notice the smaller inner balloon to admire your creation.

You need a balloon, flour and a funnel. All you need to do is put the funnel inside the balloon and pour the flour in. When it is big enough you can tie the balloon up and put googly eyes on it.
