Open the document you want to change. Click Format, then Page. Select Border. Just under where it says 'Line arrangement' - choose the box (2nd from the left). Choose the style of the border from the Style list and click OK.
That places a border around the whole page - at the place where the margins are set. If you subsequently need to change the margins, the borders will move with the new settings.
