You don't actually insert an image into an HTML page. An HTML page can display an image from any location where the browser has access to the file. Let us assume that the image you want to display on your HTML page is image.jpg. You use the tag to tell the browser to display your image. The person looking at your HTML page needs to be able to access the file on your desktop. You normally would upload your image to the Web server, so the visiting browser can see your image. If the image is on your desktop and the browser has access to your desktop content, here is the code you would use to display your image on the Web page:

you need to upload an image to a website/server and link to it or upload it via the blogging tool.
Right click and click on save as desktop background.
The Desktop image can be changed in from Desktop tab in the Desktop & ScreenSaver section of System Preferences. You can jump directly to this by right clicking on the Desktop and selecting Change Desktop Background.... from the menu that appears.

The desktop background image is saved in C:\WINDOWS and c:\WINDOWS\Web\Wallpaper\ After right-clicking and selecting properties, click on desktop tab, click on the image you want and click browse. The specific folder it's in should open up.
Did you try right clicking on your desktop and choosing "arrange icons with" and then choosing "show desktop icons"

By 'backgrounds', I presume you mean desktop wallpapers. To do this, navigate your web browser (Safari) to the image, right click it and choose 'Use Image as Desktop Picture'. The image will now be your desktop image.
