If you mean like putting a massive code in with the help of a computer, then you can't. You can however add codes manually (not reccommended for long codes). Simply put your game in the AR and the AR in the DS/DSi it should recognize your game and at the top will be the "add code" option. use this to add codes manually. Sorry i couldn't help with the cord issue.

The Action Replay should have come with a CD to install the client software. This is how you access the codelists. With your Action Replay inserted into the DSi and connected to the PC by USB cable, you can copy the codes across to it using the client.
