You can just change what type of forbidden list you want and than you can put in certain typeses of forbidden cards,but some will stay forbidden no matter what.
There is no way to put forbidden cards in a deck for a tournament. If the cards are forbidden then you can't use them its as simple as that. But keep an eye on the lists some cards may be taken off the forbidden list and you can then use them.

If you're talking about main deck, then you can put any card in as long as it is a valid game-legal Yu-Gi-Oh! card (so no old God Cards)and is not forbidden by the current ban list, nor can you exceed the stated number of a restricted card. You also cannot put Synchro, Fusion or XYZ monsters in your main deck, these go in the Extra Deck, or Side Deck.

You need to have 90.00% of all cards in the game to unlock a feature called banlist, with allows you to use 1 Forbidden card in your deck, but there is no way to use forbidden cards as normal ones.

Yes, and usually it is fine to have three of the same monster card. Some cards are forbidden, meaning you are not allowed to use it in Advanced Format (the format tournaments are run in). Some are limited or semi-limited, meaning only one or two per deck. But if the card is not forbidden or Limited in some way, you can use three in your deck.

OK listen to what I say. I run a deck that has won over 100 duels and o loses, and it's a Zombie Deck. First buy the Zombie Madness Structure Deck and then the Zombie World Structure Deck. After that, take out the bad cards and put in the good cards to make a deck with at most 45 cards.
