iTunes are not only .mp4 formatted, but most are usually protected by DRM (Digital Rights Management).
Windows Movie Maker can't import .mp4 or .mov file name extensions. These are the only video file name extensions (formats) the program can import:
.asf, .avi, dvr-ms, .m1v, .mp2, .mp2v, .mpe, .mpeg, .mpg, .mpv2, .wm, or .wmv
You could try converting an iTune with a Video converter, but I can't guarantee that will work (as I have never tried it myself).
I don't think you can upload to iTunes. But, you can upload your videos to sites like YouTube, Google Videos, Clipser, etc.
