How do you put mascara on short eyelashes and do you suggest Indigo mascara?

For short eyelashes I suggest Covergirl Mascara, because it doesn't take a lot of pressure on your eyelashes to make your eyelashes longer, and from there you can keep applying it until it is your desired thickness.
As for how to put it on, start out putting it on lightly, until they become longer, therefore it will be easier to apply more after that.

I use Rimmel Glam Eyes Lash Flirt Mascara. I really like it and so far it is my favourite mascara. I already have dark and quite thick lashes, but they aren't very long so I find this mascara adds quite a lot of length. I would like it to be a bit more separating, but I wouldn't say it was clumpy. I curl my eyelashes before applying. Mascara Rating: 9/10 ______________________________________________________ the best if you have annoying short, super thin eyelashes but u have to curl first

Can damaged eyelashes grow?
Damaged as in ripped or singed off eyelashes do tend to grow back (as i have a problem with picking off mascara therefore sometimes taking the lashes off with it) only they will grow at a slower pace and tend to be weaker thinner and not so dark :( but they do grow :) I put mascara on and my eyelashes and they got all itchy, they do grow back but it could take up to 3 months or even 6months depending on how bad they got burned/plucked/ or whatever. It could take less time if it isn't so serious, or if plucking you don't keep doing it. Try not to rub them either. I currently have barely any eyelashes, (and they're short), but they should be back by summer time I am hoping, earlier will be great though! =)

It depends on the "lenght" of your eyelashes. If you have long eyelashes than it is dominant. If you have short eyelashes than it is recessive.
