Most lawnmower/garden supply stores have, or can get, a control cable kit for your lawn mower. The brackets that hold the cable have clamps that secure it. Cheap ones have cable ties. At the handle there is a place to put the throttle control. Before you go to get the new cable check out your mower. On the engine there is the carburetor and the cable ends up there. It is usually on the side of the mower and can be moved manually. There is a screw that holds the cable there. Figure out what tools it is going to take. Ask when you pick up your kit if any special tools are needed. Also ask for advice based on what you know about the mower and the condition of the old throttle assembly. Be careful. It really should not be very hard to do. Some places will do it for you while you wait. Just wheel it in.

if its a manual then it could be three things, clutch cable or throttle cable, or IAC (idle air control valve) but if its an automatic it could be throttle cable or IAC.

Yes, gasoline starts to go bad when it is about 1 month old. After 6 months you should not burn it in an engine unless you have put a fuel stabilizer in it. In that case it will be usable for about 8 months. This is also important with small gasoline engines on lawnmowers for example. Bad or old gasoline can damage a small engine very easily.
