Go to the top of the profile page and click on Edit this page. Then go to your picture account (flikr, Photobucket, etc.), select a picture you like to put on. Click on the direct URL or link of that picture, right click select copy (or do Crtl+C), then go to your profile page edit page, right click select paste (or Crtl+P), and voila! Then click Save Changes at the bottom and your picture should come up.
