You can't do that in Windows Movie Maker. Of course you can use an animation, but you can't place it over a picture or video clip in the same project. You can do that in other video editing software applications, but not Windows Movie Maker. Sorry.
To make a stop animation movie make thousands of picture files and put themin movie maker and make their durations as short as possible, add sounds, voices and more if you want and it will work.
You must first download them then put them in a file folder.
The Pivot animation must be changed/converted (Saved As) a GIF before it can be imported into Windows Movie Maker.
I'm not exactly sure what you mean by 'moving photobucket pics'. If you mean GIF animations, then all you need to do is import them into Windows Movie Maker. Drag the animation down into the Time-line and extend it (drag it to the right). The animation only works after you drag it out on the time-line.

Animations are technically 'picture' files. So, your animation would have to be in one of the Picture Formats compatible with Windows Movie Maker:.bmp, .dib, .emf, .gif, .jfif, .jpe, .jpeg, .jpg, .png, .tif, .tiff, .wmf.GIFs are general animation formats used in the program.
