You need to contact the office in your county and state that accepts Section 8 applications. The agency is typically The Housing Authority.
You will fill out an application and supply proofs for county of birth, citizenship, family members and ages, income, etc.
Only after filling out your application and the agency verifying your information are you placed on their Section 8 housing list.

I commend you for wanting to help a family out who may be in need of a section 8 voucher. But generally speaking only that family member may call the Housing Authority to put their name on the waiting list. Only you can put your own name on the waiting list. There is no special way to put your name on the waiting list pr federal HUD regulations. It must be put on the way anyone else would put their name on it, if and when it's available. However, if you fit certain categories for which they proritize your name, perhaps disabled, elderly, veteran, or homeless, your name may move up the list quicker than any contemporary family.

Right now I can't see how you can apply for Section 8 online anywhere. This is because most Housing Authorities that administer the Section 8 Program, now known as the Housing Choice Voucher Program, or HCVP, have waiting lists, and procedures under which you must have your name put on the waiting list. If you're lucky to get on a waiting list, your name could take about five years to come up on the list. And be careful: if you move anywhere while you're on the waiting list, be sure to write to the Housing Authority and update them on where you live, because if you're on the list and they try but fail to contact you they will take you off the list immediately! Now, once your name comes up on the list they will send you more paperwork to process your application for a voucher. Send them everything they want, and don't forget to sign and date any and all documents, or they will return it to you and that may delay your process. It would be inconceivable that there would be an online method of applying for HCVP since the application process, by federal regulations, must be fair and equal to those applying.

Well I got a letter about a month after the dentist said I needed braces, saying I would be on a 6-9 month waiting list, 11 months later I got a letter saying I was on a shorter waiting list, I am now currently waiting for another letter to tell me when I get them put on :)
You need to speak to your local housing authority and sign up for a program called Section 8. They will put you on a waiting list. But then your rent will be really cheap once you are all signed up.
