Open Control-panel ->Administrative Tools ->Task Scheduler.
Extend the nodes Task Scheduler library ->Microsoft -> Windows.
Inside Windows, you will find the folder
"Customer experience improvement program"
Now you have the choice of disabling all the tasks in that folder, alternatively you could delete the tasks or the entire folder.
I guess the most correct way would actually be to, edit the trigger and recreate the event filter to its original state. This information could probably be found on a new installation of VISTA.
If you can't find any tasks inside the Customer Experience folder, try "Show hidden tasks" from the "View" menu. If nothing else it will yield some more interesting information in some of the other folders
Disclaimer:
Messing with system settings without knowing what you are doing will be likely to cause you computer catching on fire. Your car melting down in the driveway, plague and pestilence in your neighborhood etc etc etc..
(oh and btw, it might also cause your fridge to be permanently lacking in the beer compartment)
So be warned!
