Why can't you use a hand pump to lift water to the 3rd floor of an apartment complex?
As the pump removes air from the well, the pressure outside the well has a greater effect because the well has less air molecules pushing back. The pressure being forced down onto the water that pushes it up the pipe would not be enough to raise the water up the pipe that high.
Four of us are on a shared well at your house you have 38 psi you need to raise the pressure to 60 psi do you need a pump and pressure tank?
If your all on a well, you already have a Pump and a Pressure Tank. If you can't get that Pump to make 60 psi, there is something wrong with it and it will need a Serviceman to diagnose the problem. I suggest a Well Driller or Pump expert.

Anything over 80 feet is considered a deep well. A jet pump can pump up from 80 feet, more than that needs a submersible pump.

The fuel pump is located in the gas tank. You have to drop the tank or raise the bed up to get to it.

Yes you do if it is not a pick-up truck. But if it's a truck then you can take the bed loose and raise it up enough to get the pump out of the tank.
