A few years ago this was an accepted procedure. Electricians always had utility seals and re sealed the meter when they were finished. Today this is not allowed by the utility companies. The electrician has to make arrangements with the utility for one of there employees to come and pull the meter and when the job is finished he will re install the meter and re seal it.
