In the US it should soak off. Soak the stamp in water and be patient. After a few minutes, the gum is supposed to dissolve allowing it to be removed. Don't rush, or you will ruin the stamp.

This term means the stamp has no tears, no holes,no thin spots, no creases and no missing parts. It does not say anything about the centering , the gum or cancellation. If the stamp has missing corners or missing perforations or stains, I think should be mentioned if the stamp is described as sound.
