The Registeel Braille in Pokémon games translates to "In the deep darkness of the ocean, I will sleep." This message hints at Registeel's connection to the depths and its status as a legendary Pokémon that lies dormant, waiting to be awakened. The Braille adds an element of mystery to the lore surrounding Registeel and the other Regi Pokémon.
You read the middle braille, head for the middle of the room, and use fly. the door should open, and you'll be able to fight a level 40 Registeel.

The braille in Registeel's tomb on Poké Emerald says: "those who inherit our will, shine in the middle", which means use the HM move flash in the center of the the tomb.
To read the braille, just find a site with the braille alphabet (see related link) and translate it. To open the cave, dive in the only diving spot on Route 134. Go south until you see more braille. Surface. Go to the north of the room and read the braille. Use Dig. Go to the north of the next room and read the braille. Make sure you have a Wailord as the first member of your party and a Relicanth as the last. The caves of the Regi's are now open.

A braille chamber is a puzzle which you must solve in order to unlock certain Pokemon, such as Regice, Regirock or Registeel.
to catch the Regis, you first have to complete the underwater cavern somewhere around sootopolis. it REALLY helps if you can interpret braille. after that, to get to registeel's cave, which is south of fortree, on a side path, then follow the braille instructions in that cave. then a passage should open to registeel.

In Generation III: Catch a Wailord and a Relicanth, there some cave with Braille, read it, regirock, regice, and registeel will be there. In Generattion IV: Take them to a certain city and regigigas will awaken.
