No there has not been a texting app yet released. But on the other hand the PS vita can receive text messages. The PS vita gives you a new number in which you can receive text messages. But the downside to it is you are not able to respond back to the text messages. Sony may release a texting app in the future, but nothing has been announced about it.
Most apps do not have it where you receive the texts by email with any texting app.

the app store on itunes. there's two good, free apps for sending texts: text plus and TextNow. I use TextNow as it is reliable and can send picture messages!
Go to the app store and search "texting apps". there are a wide variety of free and paid apps that allow you ipod touch to send text messages to any mobie phone using wifi. Once you have the app wait for it to download and then fallow the step by step instructions in the app and enjoy.
It provides free unlimited texting. I highly recommend it.
you don't have to have calling on a free text app, however most free texting apps include free calls too. it shouldn't be much of a problem, just use the texting and not the calling
