Hi, i had this problem when i had some work done to my 216, the battery was disconnected, and so the radio was reset.
Instead of just pressing the numbers on the system, you have to use |> to scroll across to the number you want to change, and then use < & > to select a number, then use |> to scroll to the next.
It is particularly difficult to do if, as in most old rovers, the screen for your radio is not working properly.

Removing a radio from a Rover 25 is easy and quick. All you have to do is remove the trimming with a flat head screw driver, unscrew the panel, take off the panel, unscrew the radio, then take out the radio.

Each car has a different code. You will have to bring your Rover's chassis no to a Rover or ex Rover dealership and they will supply the code for £20. That's what I was charged anyway!
